this request was not from CIC, it was from US Consulate in Vancouver.. Do you still recommend we send LOE with email from Consulate/exit stamps to CIC using web form ?

In other words just keep whatever the US consulate sent you safe, if IRCC asked for past passports stamps or for this specific proof that you crossed the border then send it to then via CSE (or what ever way/method they ask for it).
Fact is you crossed the border into Canada, so IRCC already have that somewhere in their records, it's highly unlikely they will request anything.
I think you quite rightly assumed that they sent you this because your file is moving forward in the process and during IRCC BC they must have asked the US for your travel information, which prompted US border control to send you this confirmation.

Just reporting back on the email i sent to CPC Ottawa to change my VO for visa/COPR to, one within USA. - for others reference.
Sent email immediately after PPR on feb 2nd/3rd.
Got the auto email response. On reading through it, it mentioned a few details in that which i did not include on my original email. So replied on top of my original email adding those details asking them to process the VO change.
Got an email feb 8th morning saying mycic acct had a new message. That message had instructions with a new VO address within USA for me to send my passport and photos to.
Overall, pretty quick response by CIC to an email request (i had heard this could take upto 2 weeks in some cases).
As Raj mentioned earlier, one can also raise a CSE instead of sending this via email.
yea, last year they were sending out only 1000+ invitations every time.
They've been sending out 3000+ invitations pretty much every time so far this year.
