Its been 48 days since AOR and not even medicals passed. I have started to get worried. I know many CEC applicant have similar situation but is there anything we can do about it. What is the cause of this delay?
I would imagine that it would be a mix of both local workforce and Canadians. The senior officers (who have the authority to finalize applications) might be Canadians in all probability.
So, this is how I see it - there maybe dedicated officers for each stream FSW Inland, FSW Outland, CEC, PNP Inland, PNP Outland. There might not be as many FSW outland applicants as compared to PNP (just assumption, or FSW outland officers are much faster ).
Whereas, PNP might have pilled-up from previous month and trying to clear those out first. So, we might have to wait until those backlogs get cleared.

Question. What are the average time for the R10 and A11 to be processed? I just submitted my BOWP yesterday and looks like it's not going to be processed unless those two checks the R10 check is done first.

I don't think so. It will process like a Open work permit. When did you apply? Present processing time is about a month (27 days). You should get your Open work permit very soon.
