I always thought that 12 month work experience - one can apply for PR

I guess the criteria's changed now - is it 3 years working experience right? and it has to go under the NOC 0 , A or B?

for CEC, you need one year Canadian work experience to be eligible in NOC 0, A, or B jobs.
