I don't think we know that with certainty nor is it stated any where. But in the absence of any details, common sense indicates it is not 6 months until it is actually 180 days.
At the very least if they have doubts over this, I expect CIC to ask for PC and not refuse for this reason alone. So far despite what every one might think, the refusals only come when applicant missed some thing clearly written in instructions. Unless stated otherwise - 5 months and 20 days is not 6 months.
I read somewhere in Reasons for Rejections post that one member was in similar situation but still got rejected due to missing PCC. I wish this does not hold true for this application.

May be, I haven't heard of this. But in many refusals people try to sound too genuine where they actually messed up something else. Do you know with detail that this PC refusal was for being there less than 6 months. Did the person actually attach any details like date of entry and exit?
I think it's time to order a GCMS, hope by that time you will get PPR mail! Did they ask for further details or schedule A or have you any refusal or travel history which needs more time to checking!

Police certificates are required up front and are mandatory for each country (except Canada) where an individual has lived for a total of six months or more. This instruction is for the purpose of the completeness check under section R10. However, it is always at an officer’s discretion to request a new or additional police certificate.
Requirements for Police Certificates have been updated by CIC on Feb 11th.
