you need to wait alteast 3 weeks from now to get your cc charge/fee encashment.
Only then you can expect to hear from CIC in the form of PER mail in Feb last week.

For Express Entry either you have job offer from employer or apply for job through Job Bank where different employer posted their job. Once you got invitation from an Employer then you will apply for PR Application of EE. Your Profile is valid for one year after that you need to create again your profile in EE

That's a bit too optimistic for my taste. 396 points and selected on the first two draws? I'm not so sure. It would mean selecting almost half of the candidates in two weeks and creating a backlog...
We'll have to wait for the first draw to have a better view, but I suspect the first draws will be limited in size and more selective.

it depends on total number of applicants and how many application will be picked by CIC. if total number of applicant in first draw is 6000 and CIC picks 4500, then may be you will be selected.

I am a bit late to apply for Express Entry as I got my IELTS date for 28th Feb. I have already dispatched documents for ECA.
I will only be able to apply once I get the IELTS score card which will be around mid March.
What are my chances of getting invitation then, I think most of the vacancies in my skillset will be almost over by then.
Which province or territory do you plan to live in? which option to choose for and how is it going to impact our score for eligibility? please someone advice please..
