people with job offers or PNP will definitely earn enough points to be ranked higher and consequently invited to apply but what you are saying may not be true. canada requires lot of skilled people. if what you are saying is to be true then they will get less people as not everybody will have job offers or PNP. i beleive ultimately the goal/motive of the new system is to send ITA to only those people who can add value to the canadian economy in a much better way and not first cum first serve basis as was earlier case

It seems if you don't have a valid job offer with a LMIA then you have to go through the job bank process which doesn't make much sense though as I am already working.
