I have a friend of mine who has been here in Canada on student visa then he got a work permit. He wants to get permanent residency.
He applied for permanent residency but his work permet could expire before he gets it. If he can't renew his work permit (if he doesn't find a job), can he stay in canada while awaiting for permanent residency even if his work permit has expired, say, 2 or 3 months before getting his permanent resident status?

He should extend his wp or switch to some other category e.g student or visitor prior to the expiry of his current wp. Its a bad idea to remain in Canada out of status.
He needs to ask Quebec immigration. If he were approved by a province other than Quebec, they could give him a letter in order for him not to need an LMO to apply for a new work permit. If they say no, he should apply to change his status to visitor before his work permit expires.
