Expired PR

My Dad made visit to Canada when he had valid PR. 3 Years ago he went back and never came. His PR is expired since 2 years. We want him to apply for visitor visa to visit us.
Question
1 can we apply for the visit visa
2 what are the chances we will get Visa
3 do we need to send an application first to withdraw his PR status.
4 what and where we can get a help

1) No. He is still PR and therefore ineligible for any form of visa.
2) 0%
3) Yes, unless he wants try his luck getting to Canada over the USA border by private transport, has a visa-exempt passport or applies for a Travel Document.
4) In theory, he should apply to his local Canadian Visa Office for a Travel Document.
