My Dad made visit to Canada when he had valid PR. 3 Years ago he went back and never came. His PR is expired since 2 years. We want him to apply for visitor visa to visit us.

1) No. He is still PR and therefore ineligible for any form of visa.

3) Yes, unless he wants try his luck getting to Canada over the USA border by private transport, has a visa-exempt passport or applies for a Travel Document.
4) In theory, he should apply to his local Canadian Visa Office for a Travel Document.
