hi all,
I have sponsored my mom and she got her PR status in March 2009. She used to travel back and forth from Germany making sure to spend about 5 month a year in Canada (my dad is in Germany and not wiling to move). Last year though she wasn't able to arrive on time due to my fathers and her own health issues, so she only has about 650 days in Canada. We haven't submitted pr renewal , and now she needs to travel back to Germany. Next time she will enter canada she will do that with her PR card expired.
Is she likely to have problems at the border? Should she preset the expired Pr card or just enter with her passport? What else should we consider?

It's not just in Canada she would have a problem, but at the airport in Germany they may deny her boarding with an expired PR card. She would have 2 options here:
1. Arrange to get a PR travel document from Germany visa office, that will be suitable for airline to allow boarding. This is only possible if she meets PR residency obligation. http://www.cic.gc.ca/english/information/applications/travel.asp
2. Don't mention to airline she is a PR, and instead say she is flying to Canada as tourist on her visa-exempt passport
Once in Canada airport, as long as she meets basic residency obligation of 2 of last 5 years spent in Canada, they should allow her to enter no problem.
If she doesn't meet residency obligation when arriving in Canada, then she will still be allowed to enter but she may be reported and have a hearing with CIC where she may or may not have PR revoked.

She must have her PR card renewed while in Canada completing 730 days physical stay in a five year period and then travel back to Germany. Otherwise her PR status will be revoked outside Canada for sure and she might have to come back with so called Super Visa after many years.
