My brother with his family and my parents did exit interview in Dec17, but still they didnt get their visa and ticket

We don't have visa. We have POR card.
Can we book our flights with our POR cards?
We did medical on June

Were they private sponsored refugees?
Do they received there visas from Canada embassy?
Did iom called them for cultural orientation program? When?
