We're planning a trip to Canada, but not sure how to answer the question on the eTA, "Have you ever been refused a visa or permit, denied entry to, or ordered to leave Canada or any other country/territory?"

FWIW, I got an administrative refusal from the US that had that application withdrawn, with no visa issued. I’ve never declared that as a refusal in subsequent US and Canada visa and PR applications, and I never ran into any issues. That said, it’s still better to “overstate” and explain the context.
