ETA or Travel Document for Canada Urgently,

My friend is in Turks and Caicos islands right now who is Permanent Resident of Canada and have British overseas passport. She has her flight back in few days but she do not have her PR card as she didn't get any till date.

she doesn't know if she has to apply travel document or ETA. please suggest if she can travel with landing paper.

also if has to apply TD or ETA then, how what will be the VFS for Turks and Caicos.

It's not possible for her to get an eTA since she is a permanent resident. So eTA is not an option.

PR Travel Document is one option. The other option is to fly to the US, then cross into Canada through a land border using a private vehicle.

She cannot board a plane to Canada with just her landing papers. She needs either her PR card or a PR Travel Document.
