Hello There,
I have another question regarding an ETA,
If someone cam on an ETA and got a single entry ETA, can they extend it ? (which is called Visitors Record?)
should they apply for a new ETA from inside Canada ? (are they even allowed ?)
what do they need to do in order to stay here as a visitor ?

What do you mean a single entry ETA given an ETA is valid for 5 years and simply allows the holder to board a flight to Canada, it is not a visa that allows the holder to enter Canada.

Taiwan is visa exempt, so visa cannot be given.
but when the person came to canada they did an ETA, and then the officer only gave them a one time entry for 6 months.
so lets say that person wants to extend their stay what do they need to do ?

Same, as BS65 already gave you the link above, you must apply for an extension of stay.
