No, they kept the documents and consent form on file and we just needed to provide the application form. They sent a couple of emails (and a message on BLS tracking site too) asking for the correct application form, which we sent by scheduling another pickup through the call centre.
I have applied for entry visa walk-in at Ottawa on 3rd November which was sent to High Commission on 6th November. Till now visa site status "Under Process"

One person in Ottawa sheet has Nov 6 as "processing at HCI" and no updates since. Is Ottawa that slow? CGI Toronto has been granting visa the same day or next after the application reaches the consulate -- lots of cases with that kind of timeline. Looks the same with Vancouver though we have little data.
Is Ottawa all talk and no action? It was the High Commissioner who said the other day that visa will be processed expeditiously.

Yes you are right, they are all talk and no actions. If we compare the volume of applications at Toronto and Vancouver (long lineups), they are doing great. whereas Ottawa never saw such huge lineups (at least as far as I know) and are proudly rocking a big backlog.
Pretty much, I guess as an agency and to keep their reputation, BLS has to adhere the timeline of 4-5 business days per their application receipt status.
