I currently have a work permit from Canada. I got it after graduating. I moved to the states in Feb since my husband lives there. Can I enter Canada with my work permit? Or do I need to apply for a visa. If not, do I have to show at the border that I've been applying for jobs in Canada to show I'm doing something with my work permit?

You will need a visa to get in. That being said, when I crossed the border into the US with my friend and returned the same day, they let us back in although my friend did not have a visa and only a WP. The general rule however is that you need a visa, not just a permit.
About the visa, its a Temporary Resident Visa and you are eligible to apply for it based on your WP.

I think you have Post graduation work permit. Yes you can enter Canada only if you are from visa exempt country. If you are not from visa exempt country then you have to apply for visa based on your PGWP. You do not need PGWP to look for jobs in Canada, and Work permit just authorize you to stay and work in Canada. So if you in Canada you are doing nothing with your WP. Its just a legal documents that shows that you are authorized to work and stay in Canada.

Not right. If the OP has a valid PGWP and hasn't left the US or St. Pierre et Miquelon S/he can re-enter Canada within the validity of his/her work permit. Doesn't require a new TRV.
