1) Do i need a letter from the university stating that the language of instruction was in English?
2) I gave IELTS general exam in 2016 but I did not need it for the PR application, as I applied via PNP program. I still send the exam results back then, even though it was not required in application. Can I re-use that exam result as english language proof?

Letter not required from Canadian University degree as it is obvious that medium of instruction in the Universities of Canada is either in English or French.
