It's all up to ircc discretion but if u don't have a reference letter, pack as many evidence as possible to prove your employment there. If you can't get an employment letter on letterhead. ..can u get a supervisor to put ur info on the paper with the info ircc asks for and have supervisor sign? Also copy the business card of the supervisor to your letter.
Submit pay stubs covering the first 3 months of your employment and last 3 months of pay stubs. Also if u can submit an ad detailing yur job description, add it there.
Can u get an email with details showing the employer won't issue a reference.?

I can try to get the supervisor to sign but seems difficult. Has that worked for people? I can amass all the other proofs. Increment letters, bonus payout letters, pay stubs, joining letter etc. Would that suffice? or still IRCC can reject the application even with sufficient proof of employment.
