Just wondering if we need to submit pay stubs to show proof of continuous employment or if an Employer Reference letter is enough proof.

I would suggest you to keep both ... If you work you can keep ...
If the reference letter contains all information CIC wants, I see no need for pay stubs.

Well reference is enough I agree but if you keep NOA and pay stubs and salary bank statement .. Definelty you are supporting your employment in canada strongly..
There won't be any problem in providing them if you want to prove you were employed or currently employed .
