Correct but no sense in speculating until IRCC posts requirements for those out of status and how many will be included in the quotas.
I watched a video where the immigration minister held a conference at The Filipino Centre. He said 2600 spots for people in Canada and 150 spots for people out of status in Canada. Making a total of 2750
