Can anyone help me that i am applying for PR in the category of NOC-B as supervisor in CEC procedure? I got 4.5 in listening,5 in reading,5.5 in reading and speaking 6 so average is band is 5.5.

Is CIC accepting as in an average or based in individual score?

Minimum band of 6 in each category is sufficient to apply for FSW for Canada.

For NOC B under CEC you should have CLB as 5 which is L-5.0, R-4.0, W-5.0 & S-5.0.
You got 4.5 in listening which is bit less from cutoff. I heard that till last year CIC was considering if applicant got average band but from this year onwards they are going with their requirement strictly. So i am afraid you need to reappear again.
Also check with other members what they are saying.

Wrong. It's 6.0 for skill level A NOCs, not for skill level B.
Skill level B requires a 5.0 in listening, writing and speaking.
And a 4.0 in reading.

He/She doesn't qualify, that's right, but requirements are:

Skill level B requires a 5.0 in listening, writing and speaking.
And a 4.0 in reading.

Skill level A requires a 6.0 in every category.
