ELIGIBILITY FOR UNIVERSITIES...PLS HELP.

Hi. Guys I am from India and willing to apply for September/Jan intake.

My scores:
10th:77.81%
12th:67.23%
B.E(Electronics and telecommunication): 7.7 CGPA(last 2 years) and 6.99 C.P.I(overall).
Backlogs: 3 subjects
IELTS: 8.0 BANDS(L-9,R-8.5,S-7,W-7)

Can I get admissions in any Universities or should I opt for PG diploma?

Certifications – CCNA, Red hat Cloud Computing

Universities Applied for M. Engg. ECE(Fall 2017) –
UBC(in progress)
McMaster University (Rejected)
University of Ottawa(in progress)
University of Windsor(in progress)

I left with 3 Universities now. Can anyone please tell me how much time above universities will take for final decision? And please suggest if require to apply in some other university
