Following note appears on the CIC web page where crieteria for immigration of skilled workers category is outlined.Can someone explain it or put it in a simple way as to what exactly is meant by this !!

Note:

If you are applying under one of the 29 eligible occupations, as of June 26, 2010, a maximum of 20,000 Federal Skilled Worker applications will be considered for processing in the following 12 months. Within the 20,000 cap, a maximum of 1,000 Federal Skilled Worker applications per eligible occupation will be considered for processing each year.
These limits do not apply to applications with an offer of arranged employment.


My understanding of the note:

I intend to apply as Mechanical Engineer (NOC 2132) and also possess experience in one of the 29 NOC professions which is (NOC 7216). Here i shall be applying under NOC 7216 (as one of the 29 eligible profession) and NOT under NOC 2132 , am i right. Further my application should not only find place in first 20000 applications to be processes in that calender year BUT ALSO my application should find place in the first 1000 applications of the profession that i am applying against.Now if my understanding of the above given note is correct, then what will happen to people whose applications fall outside those numbers set for a calender year, would they be included in next calender year and if it is so how can we call this process as Fast Track which is widely understood as a process in which an application is normally processed withing one year.

Please share your understanding of the note if i am not right. Thanks

1. You have to show at least 1 years experience in 7216. If the "quota" if filled then your application and fees are returned, and if your NOC is still on the list after 01/07/11 then you can re-apply.

What is the significance of the date 1/7/11.
Also this quota stuff is something that i did not know of and is not much talked about on this forum as well. Can you please tell what should be the best time to launch the application so that it is likely to find place in the quota. In other words one should know exactly when the calender year is going to start and should launch an application in such a way that it is with visa office at the time when the calender year starts and the quota that has to be processed in that calender year is being finalise. Please do suggest the right time to apply and whether my understanding is correct.

1. The NOC list of 29 eligible occupations was set on 26/06/10 for a total of 20K applications with a maximum of 1K in any individual NOC category
2. The new NOC list will be issued 01/07/11 and again a quota will be set for each NOC and an overall total of applications.
3. As long as there is space in the Quota you can apply, note NOC 1122 has already reached it's quota. http://www.cic.gc.ca/english/immigrate/skilled/complete-applications.asp
 
Thanks a lot PPM.How can one know about a particular NOC whether it has already reached its quota or not !!
 
click on the link that PMM has provided

it tells you "Total complete applications received since June 26, 2010" and numbers of completed applications received under each NOC.

But it is still not known whether this list is updated on regular basis, like every three months or six months etc. Secondly considering 1000 application per year for each eligible profession and total 29 eligible professions makes it altogether 29000 applications per year NOT 20000, can someone clarify.
