Eligibility check or Background check made initially

Can someone tell if initially eligibility check is made or background check? in GC key . My application just got updated
Eligibility : From your application is in progress. we will send you a message when we start reviewing your eligibility to we are reviewing whether you meet eligibility requirements

Applied on : July 23
Medicals passed: August 24
Bio metrics: 30 November
AIP: no

So as the profile is updated in how many days can I expect the decision. Kindly share your timelines too

24 October: On Webform asked status of my application and asked why my medical status not changing from 2 months as i gave upfront medical.
3 November: Email received as a reply to my webform enquiry to send the Medical sheet
4 November: Sent the medical sheet through webform
18 November: Medical Passed
18 November: We are reviewing whether you meet the eligibility requirements.
