How long do cic take to process background check for an international student?

Hello, I've applied for study permit on 10th April and gave my bio-metrics on 15th April which were delivered by vfs on 16th April and since then the details of my application status is same:

Review of eligibility: Your application is in progress. We will send you a message when we start reviewing your eligibility. Help - Review of eligibility
Review of medical results: You do not need a medical exam. We will send you a message if this changes. Help - Review of medical results
Review of additional documents: We do not need additional documents. Help - Review of additional documents
Interview: You do not need an interview. We will send you a message if this changes. Help - Interview
Biometrics: We do not need your fingerprints. We will send you a message if this changes. Help - Biometrics
Background check: We are processing your background check. We will send you a message if we need more information. Help - Background check
Final decision: Your application is in progress. We will send you a message once the final decision has been made.

You have to wait for a looong time. Is this SDS or Regular Stream? My timelines are below:
- March 4 2019, lodged online regular stream
- March 7 2019, submitted biometrics at VFS
- March 20 2019, medical passed
- Apr 1 2019, reviewing eligibility
7 weeks waiting now and no results to date

Really depends on the person and whether Canada has to wait to hear from other countries.
