There is a chance that the new rules will be delayed or enforced earlier so from current point I am not going to be surprised if in that date the rules will be the same like now.
They still don't give information when the cut off date will be.
It is absolutely inexcuseable that they cannot give us an exact date (or even month) when Bill C-24 will come into force. Not sure what they hope to gain from keeping us all in the dark. Some of the Bill was enforced on Royal Assent, so if they can start part of it, they surely know when other certain procedures will come into force. It can't be rocket science!!!
I think that there are really good chances for the cut off date to be enforced earlier or to be procrastinated.
We all remember how the minister said @ the beginning of the year that he is hoping that the bill will become a law by the end of the year... and we all remember the rush from them to make it a law before the summer brake.
An example for procrastination is the cut off date for the changes of the age for the dependent children... first it was set for 1 January and then they decided it will be 1st of August.
FYI guys, I called the CIC today and the agent said effective date is June 19th, Next year. Just 1 year after the Royal Assent. He said it is a confirmed date and sent me the CIC issued statement from June 19, 2014 which we already read a few months ago.

I also tried to contact CIC agent several times a little while ago, but the system didn't transfer me to an agent telling that they are experiencing a high call volume. I'll try tomorrow again.
