Or perhaps its because those people never had any intention of living in Canada, and were trying to get a passport to make their lives (and their kids lives) more convenient?

There is no problem with them going back home. The new residency requirements will help them to make that choice before they waste their time applying for citizenship to what some here seem to think is a "broken" country. That way, they don't need to allow for the extra weight of a Canadian passport in their baggage
No extra baggage. They will be giving one to get one.

I don't see how this law will prevent them to continue to do the very same thing. Waiting here a little longer will not stop them. and the government will see that this law will be a fail
I don't need you to do any research for me. Rather, you should research it for yourself as you clearly don't understand what C-24 says, or what the resultant repercussions are. This law doesn't restrict any freedom at all. Canada is not a jail, and asking immigrants to stay here for 4 years is not akin to imprisonment.
