ECA from WES - DHL/Fedex/UPS asking to open the sealed transcript envelope

After lot of pains, I have collected transcripts form universities in a sealed and stamped envelope. Now when I goto UPS, they insist to open the envelope . This is weird. The whole purpose of WES asking for transcript in a sealed envelope will be defeated and not accepted. I am form India.
I have tried with Fedex and DHL as well and they insist on opening the envelope as well. What is the way out here ?

Go to speed post, put the transcripts in a sealed envelope beforehand.
They are cheaper and you can track as well for 1/3rd of the cost.
And they will not open any packages.
Under contents if they ask write Education documents. That's it.

I got it done through DTDC. They didnt ask me to open the envelope, plus they were cheaper than DHL. Try sending your package through them
