Yes, but that little unfair to check eligibility at later stage, after background and other stuff. I am CEC as well.
At the stage when ppr is expected, getting rejected is very unfair. I am not being judgmental. It's just my opinion.
My AOR is March 1st and last week my background check changed from NA to "Your application is in progress. The next step is to conduct a background check." However, my medicals still didn't pass. Is anyone in the same situation? This is a nerve game :-X
IP1 = in progress, you normally see it when your medical is passed or when you see "we are processing your background" for the first time.
IP2 = in progress, you normally see it after NA (Not Applicable) and after IP1
Generally people have these:
Medical Passed - IP1 - NA - IP2 - PPR
Medical Passed - NA - IP1 - NA - IP2 - PPR
That is what we see more often but it also depends on each case
