It depends on your current status in Canada.
May I ask whether you already have a visitor visa or work permit which would allow an entry in Canada while your permanent residency application is still under process?

Sorry, I missed the part that you are a US citizen so don't require a visa to enter Canada. ;D

I think so, provided you make your situation clear to the officer at border.
Can't think of a reason why they should not allow you to enter & remain in Canada as a visiting US citizen.
