I submitted my passport through VFS on Oct 13 and got it back on Oct 20

My son is 20 years old. He has been a college student and his application states his Pakistan address. He did his medicals (MR) there as well although the MR form had UAE address on it. I could get his passport in Dubai by air. But question is can I submit his passport at Abu Dhabi when he is NOT a UAE resident?

Well you can, but it is illegal for your son to give his passport to anyone while he remains in any other country.
If he is non-resident of UAE and submit his passport in Canadian embassy in Abu Dhabi, then he takes risk of over staying in case passports are not returned within his visa tenure.

I got back passports, two CoPRs (one with photo one without) along with immunization forms for minor dependents and instructions to follow for formalities.

Planning to first and permanent landing in April 2016, Inshallah
