I just received my PGWP after my masters degree and also received a PhD offer at the same time. Can I apply for pr (under the Atlantic pilot program) and a study permit concurrently using dual intent? Classes for doctoral studies starts in Fall.

Note that you don't actually apply "using dual intent". Dual intent is essentially an internal assessment policy where IRCC decides if there is a valid temporary intent when a person is also applying for PR. It also doesn't apply to your situation because you already HAVE valid temporary residency status.

so SP canbe done while the endorsement or aipp wp or aipp pr is in process right? Does SP has to be from THAT AIPP province to create a match or it can be from anywhere?
