With regards to outland / inland sponsorship, is it correct that in either case his wife and child can travel to Canada with him and that the main difference is that outland his wife wouldn't be able to obtain an open work permit?
Also how is it best to handle the interaction with CBSA at the PoE - I find the dual intent bit a bit odd as she will obviously have no real intention of returning to the UK in 6 months but she has to tell CBSA that that is exactly what she intends to do (with a nod and a wink perhaps) yes ? or is it just a case of saying it like it is - "I'm here as a visitor while my spousal sponsorship is processed " ?

Outland is generally faster and with inland, it is advised the applicant remain in Canada throughout the processing.
She will have dual intent because if the PR app is refused, she will leave. The key with CBSA is to not volunteer info and just answer the questions simply. If specifically asked, she can state that she is coming to visit her spouse while the sponsorship app processes. They should pay the full $1040 fees and have that receipt and any parts of the app that they have completed to show if CBSA asks further.

So from what I understand, for spouse sponsorship inland, it's absolutely necessary to show that the process started? From either having the fees paid or showing some filed documents?
