I have a question on DS 160, I am Indian living in US on H1B and I got my COPR last week and now I am planning to enter Canada by road sometime around November and as I am on H1B I need to go to stamping to come back to US. So while filling my DS160 I came across the following question
"Are you a permanent resident of a country/region other than your country/region(nationality) mentioned above?"
For this do I need to mention Yes or No
my considerations are as below
Yes - I will be PR by the time I attend the interview as I will be traveling and completing the landing process while entering Canada for H1B interview.
No - As of the day I fill my DS160 I haven't landed yet.
Can anyone please let me know what will be the best answer in my situation.
I don't get it. Why are you filling the DS-160 if you already have the H1B visa?

I would suggest yes as on the day of the interview, you will be PR.
Please also let me know what dates are available for stamping. I need to get it done as well.

May be you don't need stamping if you are doing short landing 30 days or less, search for automatic Visa revalidation. Also you can fill multiple ds-160 form, one with answer as yes and another with answer as no and present whichever is correct when going for interview.

I am planning to land in Canada after my H1 stamping is done in Hyderabad. Should I mention "YES" in DS 160 for permanent residence question or "NO" as I did not do landing and receive PR card

Your situation is straight forward, you have not landed yet so you are not a Canadian PR. When you go for H1B stamping you will not have landed yet so still you will not be Canadian PR so you should answer NO in your situation.

No issues based because of this but there will be a annotation on H1 saying we are Permanent resident of Canada

So what finally happened? same boat.. traveling to Toronto for landing then going to India and will use the dropbox facility @ New Delhi, what to do for DS160 ?
