1. I am Married and i have a marriage certificate, Do we need special attestation (on the original) from foreign ministry or somewhere to produce it to CIC?
Note: i heard that some countries required foreign ministry attested Marriage certificate OR notary attested copies of foreign ministry attested marriage certificate.
2. Police clearance certificate: i am applying PR for me (principle applicant ) and my wife (as spouse), but i have totally five members in my family ( they will not accombining me to canada, i.e father,mother and sister), mentioned in general application form.
Here, who are all needed police clearance certificate? just me? or just me and my wife ? or all family members?

It clearly defines "family members" in the following way: Family members include a spouse, a common-law partner, dependent children, and the dependent child of a dependent child
In other words, your parents and siblings are NOT family members that should be included in your application. (You do need to identify them on the Additional Family Members form.).
Only adult applicants (that is, you and your spouse) must provide police clearance certificates.
