My foreign education (5-yr engineering course) was assessed by WES as equivalent to Diploma (three years). The result that I need is a "Canadian Bachelor's degree". Is there other option for me?

I have a Masteral engineering course (foreign education also) which I studied for 1 year but did not finish (it is a two year course).
If I try re-assessment, can it be included? Will it help make my education equivalent to a Canadian Bachelor's degree? Help please.
