Does my Canadian spouse need a police certificate from FBI?

I recently got an ITA through EE. I am working on my application and documentation. The questionnaire indicates that my wife needs a police certificate from the FBI. She went to university in the US less than 10 years ago, but she is a Canadian citizen. Does she need a certificate of conduct from the FBI? Can someone please help me make sense of this?

Not trolling - the questionnaire indicates that she requires a police certificate from FBI. This doesn't make sense to me.

She already lives in Canada and I do too - this is where we met. She is not "accompanying" me since she already lives here. The application asks about your spouse's personal history, and we said that she spent >6 months in USA (for uni).

I have no idea why she (a Canadian citizen) needs a police certificate from the US, but want to make sure that I do all of the correct steps so that my application goes as smoothly as possible. I am not trying to be vague or opaque - I am just a bit confused.

She doesn't.
Just upload a LOE stating that she's a citizen and attach her passport or birth certificate.
