Have been thru this already and that is why i am bit confused?
Does it mean graphic design in not in FSW?

How is that confusing in any way? Graphic designer or anything similar isn't listed in the occupations, so no, you can't apply for FSW as a graphic designer. Maybe, just MAYBE, it could fall under "Computer programmers and interactive media developers" if you have been employed as doing the design part of some interactive media, but remember that that one is the most popular job category and the cap is reached before the year is over.
