Documents required for ECA from Pakistan

Hi,
To get my ECA from WES, they are asking for my Secondary school certificate of examination with degree certificate and transcript. I understand bachelor degree can be attested for HEC but since i gave O-level and A-level exams, where should i get those attested from?

Not a subject matter expert because I have a Canadian degree which is my terminal degree as well. But I did this procedure for uae equivalency as the requirement for my job was to have a degree equalized by Uae system. So just like bachelors degree is attested by HeC or u can have HEC equivalency similarly there is a organization IBCC that equalize O and A levels equal to matric and inter
