It is not required -- to fly thru an European a/port with a Canadian PRV.
However, we've observed that only some nationals still get into a rough patch at Heathrow. Not all, but I've know one nationality so far getting denied / or being put through addnl scrutiny.

1. PR card is a requirement for ENTERING Canada. If u don't have that no airline will let u fly INTO Canada.
2. For flying elsewhere thru EU a/ports - u'd be permitted as long as u've a legal entry doc for the destination AND as long as u r carrying ur Canadian COPR.

If you have to change airports ie between Heathrow and Gatwick, you will need a visa for UK.
I was getting a connection from Dubai which necessitated a change in airport and my travel agent confirmed that this would require a visa. I didn't use this option finally and went on KLM.
Canadian COPR has nothing to do with entry into the EU.
