Do work experience during UNDERGRADUATE (study permit & off-campus work permit) study count for FSW 1 year work experience requirement?
I worked in the legal company 1 month now while I am in the study, will continue to work 11 more months, and graduate university on September 2016.
I am not talking about CEC. (I already know CEC requires the 1 year experience after I get PGWP).
But CIC did not state about FSW in detail. (They only wrote since the last 10 years)

The only thing explicitly disallowed is claiming either CEC eligibility or CRS points based on Canadian work experience acquired while you were a full time student. CEC minimum requirements include 1 year of CWE - that bit isn't allowed. CWE adds up to 80 CRS points under EE - that bit isn't allowed. FSW eligibility doesn't make this distinction - any and all paid work experience under NOC 0/A/B acquired within the last 10 years can be counted.

"I only have study permit & off-campus work permit. I am currently working part-time in legal company with having full-time study. And these part-time work experience is still count toward working experience for satisfy FSW work experience requirement if I continuously work minimum 1 year while I am studying full-time. Is this correct?"

Yes, the work experience is counted, but 1 year of part time work is not enough. It must also be at least 30 hours per week to satisfy the minimum requirement, or respectively longer if it is less than 30 hours per week.

Since the work experience gained while studying full time doesn't count towards CRS, should we bother entering them in the work history section of the online profile? or do you think we should enter everything (with the worked while studying full time button if applicable checked) and let the IRCC system to determine which experience they would like to use?

If the experience under question was gained in Canada while on study permit or as a student, then it cannot be used to claim points nor should it be mentioned under work experience. Post ITA you can mention it under Personal History.
