Do I still pay for non accompanying dependent?

Hi, so I was reading the CIC application guide, and in the section explaining the fees it mentions that there's a $150 fee for dependents, my daughter lives in my home country with her mother and is non accompanying.

Do I still have to pay the $150 fee? On the website it just says "Dependent child aged under 19, unmarried and not in a common-law relationship" they don't make any mention of non accompanying dependents in that section.
