This is my current situation and I'm very concerned.

I was refused a visitor extension in February, 2023. my letter stated that I am welcome to apply for restoration and in April, 2023 I had applied but on June 27, 2023 I was there again refused and this time the letter stated that I was a person in Canada without legal status and as such are required to leave Canada immediately. If you do not leave Canada voluntarily, enforcement action may be taken against you and I left Canada on July 27, 2023 ( exactly a month after) .
Then in March Canada announced that now my country needed visitor visa to enter Canada (Before march was only ETA) So I applied for a visitor visa in March and I was denied in May and this time I asked for the GCMS notes and they did not give any information about needing an ARC to return to Canada, but I was denied because I did not pass the eligibility criteria. I applied for a second visa last Wednesday and this time I made sure I addressed all the refusal reasons on my first visa application, but I am concerned because I have no clue if the refused letter from the restoration denial was a removal order and the GCMS notes normally wont include this information. SOS

It does not sound like you would need an ARC.
