I am recognize as a convention refugee, I would like to study in September, I was told I am eligible for provincial government help for the university fee but My concern is to know if I still need a study permit or not. Thanks

Yes you still need SP and WP until you become PR.

What help you have access to will depend on the province but you will qualify for program that PRs and citizens will qualify for which are usually that ability to qualify for student loans.
