Inland applicant are those who applied PR while they are already in Canada like students and workers
Outland applicants are those who applied PR while they are not in Canada

Thanks. Do they send the application to the same address which is CIO in Sydney? I also noted that even someone already in Canada as a student or a worker can apply the outland basis. Is this not true?

Both send package to CIO-Sydney. Depending on your address, they will send it to different visa office in other countries, or process in-house at Sydney.
Technically you have to declare your physical civil address which determines VO so it's not possible unless you cheat the system (not recommended)

I might add too, whether inland or outland, the timelines as per CIC are the same. Its only the Visa office handling the case that can delay processing. Some Visa offices are quite fast eg Manila Visa Office

we applied thru an agent, his office is in ontario, and he told us that he will pass it in canada visa office. is it possible?
