If you keep applying for things you don't qualify for and racking up refusals - then yes, this could end up impacting your PR application since it may look like you're just trying to find a way to get to Canada and your relationship is a marriage of convenience.
Your husband should withdraw the open work permit application. It has been explained to you a few times that you don't qualify for one and your first one was already refused. Not sure why he would have submitted a new one or why he might be considering submitting a new one.

The sponsorship will be the best option.
I was denied TRV but after we got married, we never bothered again for a TRV but just for sponsorship. It worked well for us.
I could have qualified for express entry or whatever but we chose to go for what we thought was best for us.
