Delay in Super Visa processing at New Delhi

I have applied Super Visa for mother. CHC New Delhi received it on Feb 1, 2013. For more than 3 months, today included I get the same message :

Your Passport Status
Passport received at Canadian High Commission, 7/8 SHANTIPATH, CHANKYAPURI, -, NEW DELHI, Pin:110021, Tel: on 01/02/2013 and is under processing.

Our family income is $ 110,000 confirmed by NOA, I purchased insurance and submitted all the documents.. Is this delay normal?
