Delay in BIL

Hello everyone,

submitted CEC inland and have Sep 15 AoR. No BIL Letter issued yet. Other applicants within that date range received BIL since 2 weeks ago.

Going by the tracker and various groups, they have started issuing BIL for Oct AoR. Is it normal that they skip some applications?

3 months is quite a normal timeframe, unfortunately for CEC.
