Deferring Classes while no final decision has been made

hi everyone
I applied on June 10th for september intake,however, i have not yet received a final decision on my study permit application.
I intend to defer my classes to next september
my question is, do i have to wait for a final decision to be made then re-apply for a study permit? or can i send a case specific inquiry to visa center so that they update my application to next year
in case i get a study permit approved but deferred my classes, whats next?, do i apply for an extension?
