Please let me know if below status is confirmed reject or any hopes ? Since last 4-5 months it was "In Process" status outside but inside RBVO and today I noticed it is showing as decision made.

rejection have nothing to do with NOC code removal from the list, if your application was accepted you were safe than. Just be calm as your rejection would be given to you with reason which you can challenge with in sometime line - seniors might help you with it. If you case have nothing objectionable you can write to your visa office. But if you something your self that might have caused you this. Then you should accept it as fate.
A friend of mine was refused last week stating his main duties do not match with HRDC NOC. He was 4131 as well.
I know atleast 10 applicants from Pakistan with NOC 4131 being refused for same reason. which i think is just an excuse as they were
previously approved by CIO sydney
Yes it seems they are sending just excuses to reject the application WITHOUT reviewing complete application carefully. I also got a reject letter stating I did not meet 1 year min work exp. requirement. I had 2 continuous jobs of 10 months each and that was accepted by CIO sydney. They should not have accepted at 1st stage !!!
For 2nd stage so much effort and time was put - like clearance from US FBI, Police clearance from Indian embassy in USA, collecting marksheets from colleges, detailed work exp. letters from old employers and and same documents for my spouse.....everything has been wasted....!!!
To me Canada immigration authorities seems to have no value for the efforts for genuine applicants ...I don't think if I would think of applying for immigration for any country based on Canada application experience....
Most of cases that had decision made statement were real rejection ,this is part of the plan to decrease the backlog even some cases were requested to submit second update
May be the documents you submitted did not satisfy the officer. There are cases on this forum where it was a glitch in the system so wait until you hear from them. Hope it goes well.

and if they were going to reject my application, why they request updates for my documents, and they start processing
