7:30 AM IST would mean 10:00 PM Canada time. Hmm, strange! Does that mean the PPR emails are auto-triggered and the working hours of CIC do not matter?

A lot of people report receiving PPR email around 11pm, I doubt the immi offices are operating at this time. They probably run a script to send emails in waves. So the emails remain queued until the server is not busy (which could happen around 11pm). That's a good away of avoiding their system to crash with too much traffic.
yes i contacted my VO, pretoria. email is different than cpc, they said my file is waiting in queue for agent review and asked me to be patient. also assured me that files are processed in fifo methodology. lol
My case is in Ottawa.
On second email they told me which checks were still in process.
The last email was this morning and yet it's helpful - approved case
my status is in IP2 now and is being processed in sydney nova scotia now, as per LVO response my application is still waiting in queue to be reviewed by an agent
